All State agencies, cities, counties, public school districts and universities can acquire hardware, software, and other Information Technology products and services without going to RFP, easily and quickly through Texas Department of Information Resources (DIR). DIR uses the entire state’s buying power to negotiate discounts with major Information Technology (IT) vendors.

Empowered agencies and political subdivisions of other states have the authority under their respective local law to enter into the agreement with DIR; and participating entities will comply with the equivalent prompt pay law, like Texas’ Chapter 2251, Texas Government Code, in making payments to the vendor.
